
The People's Assembly today, Wednesday, approved by a majority of 95 votes in favor, with six abstentions and no rejections, the draft law No. 79 of 2024 concerning the amendment of decree No. 20 of 2022 dated April 9, 2022, related to the Fidaa Institution for supporting victims of terrorist attacks from the military, internal security forces, and customs, and the rightful beneficiaries among the revolution's martyrs and wounded.
During the general session, the deputies voted by a majority on six amendments presented by the initiative party concerning Article 36 of the draft law, and the article was approved in its entirety with 91 votes in favor.
The amendments mainly focus on further detailing the benefits enjoyed by the victims of terrorist attacks and the rightful beneficiaries among the revolution's martyrs and wounded, such as stipulating that "victims of terrorist attacks with a 50% disability are entitled to a monthly allowance for personal assistance unless they receive an allowance or compensation under the same title."
The amendments also stipulate that "wounded public servants from the revolution who have a disability are entitled to special working hours while maintaining their full salary in agreement with the Fidaa Institution and the employing institution."
Additionally, the rightful beneficiaries among the revolution's martyrs and wounded are entitled to "exemption from fees and taxes when purchasing a vehicle once every ten years and can benefit from the tax privilege for purchasing a specially equipped vehicle according to the degree of disability once every five years."
The deputies approved Articles 3, 4, 5, and 6 of the draft law without amendments, with more than 90 votes in favor. These articles revolve around providing psychological and physical care for the children of martyrs and wounded, free university education for them, and canceling the provisions of number 22 of Article 38 of the Personal Income Tax Code, replacing them with the pensions stipulated in the Fidaa Institution decree. It is noted that decree No. 20 related to "Fidaa Institution" was issued on April 9, 2022, comprising 39 articles distributed over five titles.
The decree defines this institution as a public institution with legal personality and administrative and financial independence, subject to the Presidency of the Republic.
The Presidency of the Republic submitted a draft law to the People's Assembly on November 5, 2024, to amend some articles of this decree, aiming to "further detail some legal provisions to ensure their application on the ground, mainly concerning the priority right to social housing, enabling victims of terrorist attacks to benefit from provisions related to rebuilding their professional path, considering the martyr as if they were alive, and detailing the provisions related to healthcare," according to the statement of the President of the Fidaa Institution, Ahmed Jafar.
It is noteworthy that the President of the People's Assembly, Ibrahim Bouderbala, announced at the end of the general session the composition of the office of the assembly and the standing committees in accordance with the provisions of Article 57 of the internal regulations, emphasizing the assembly's determination to further develop and enrich legislative, supervisory, and parliamentary diplomatic fields.
